Joan Serviss

Director, Affordable Housing & Homelessness

Joan Serviss joined the Arizona Community Foundation as Director, Affordable Housing & Homelessness in January 2026. In her role, she will oversee ACF’s Impact Investing Program, the Affordable Housing Predevelopment Loan Fund, and the Metro Phoenix Housing Collaborative Fund.

Prior to ACF, Joan was the Director and Deputy Director for the Arizona Department of Housing, where she was responsible for creating, preserving, and funding statewide affordable housing solutions. Earlier roles in her career include Executive Director for the Arizona Housing Coalition, formerly the Arizona Coalition to End Homelessness, and Executive Director for the Arizona Alliance for Retired Americans.

Joan earned a Master’s Degree in Public Administration from Arizona State University. She is a dedicated community volunteer and leader, currently serving as an advisory board member of the Arizona Research Center for Housing Equity & Sustainability (ARCHES) and serving on LISC Phoenix’s Local Advisory Committee.
